Abstract

This proposal requests funding for the restructured ZKsync Security Council (ZKSC) over a 12-month period beginning August 1, 2025. The request totals $1.108 million USD, distributed through a capped minter of up to 27.7 million ZK tokens, assuming a token valuation of $0.04.

Motivation

The first iteration of the ZKsync Security Council was built on assumptions made before the ZK token launched. Now, with a full year of data on token price, TVL, and operating costs, this proposal aims to adopt a leaner, more cost-effective model that reflects the protocol’s current scale.

Key responsibilities of the ZKSC include:

  • Reviewing and approving protocol upgrades (ZIPs) during the Risk Review period
  • Responding to emergency scenarios, which may involve:
    1. Soft Freeze
    2. Hard Freeze
    3. Emergency Upgrade

Specifications

USD-Denominated Funding Request

  • $1,108,000 USD for 12 months of Security Council operations.

Capped Minter Details

  • The funding will be disbursed via a capped minter of up to 27.7 million ZK at a $0.04 token price.
  • If the market price of ZK exceeds $0.04, fewer tokens will be minted.

    • 4 Individual Signers (9-hour SLA)
    • 8 Entity Signers (6-hour SLA)

Standard Operating Procedures (SOP):
The ZKSC will publish an SOP document on the Governance Forum before the proposal’s vote ends. It will detail expectations around response times and operations, including:

  • Emergency responses required within 60 minutes if members are online.
  • SLA times are the maximum allowed, but quicker responses are encouraged.

Rationale

This updated proposal:

  • Cuts Security Council costs by over 53% compared to v1 (from ~$2.4M to $1.108M USD)
  • Introduces longer SLAs to reduce operational pressure
  • Aligns cost with the protocol’s growth and current token economics
  • Prevents over-minting by tying funding to live token price
  • Offers flexibility while ensuring accountability

Accountability & Oversight

The Security Council will provide bi-annual public reports on:

  • Emergency upgrade actions
  • Governance participation
  • SLA compliance
  • Budget usage

Additionally:

  • The capped minter can be canceled by the Token Assembly at any time
  • Unused tokens will be returned to the Token Assembly
